£1 levy joke is no laughing matter

Bowling News

The running saga on the collecting of the £1 per bowler levy charge rolls out with no happy (or any) ending in sight. Yorkshire CGBA was charged by the BCGBA to collect a £1 levy per bowler to finance the 5-Year Strategy to save bowling from extinction.

Despite that ruling it seems that Yorkshire CCGBA has failed miserably to meet its own timetable of issuing invoices and collecting all due sums by 31 April 2025 from clubs in the Huddersfield area.

The levy has become something of a joke amongst clubs in Huddersfield and is held up as an example of the incompetence of Yorkshire CCGBA to undertake and complete tasks they have agreed to and are being paid to do. Each County organisation is to receive 5% of any such payments received but even that has failed to instigate any urgency to the task in hand..

I have contacted Yorkshire CCGBA on several occasions for updates on their progress in completing this duty but despite reassurances that invoices are on their way to clubs none seem to have completed that journey yet. If the BCGBA cannot oversee a simple money collection system what chance have they of implementing a demanding strategy without the financial means to complete it?

Below is copy of the BCGBA announcement of the introduction of the levy in January this year. Then follows three HuddWeb reports on the progress (none) on the invoice and collection process.

Passed by the BCGBA on 18 January 2025

DEVELOPMENT PLAYER FEE – NEW RULE – AMENDMENT

To introduce an Annual Development Player Fee. Such annual charge would be ringfenced by the Association and would only be available for spending in-line with the National Development Strategy.

All expenditure, and development progression, will be reported annually through a Development Review document.

The Annual Development Player Fee would come into being for an initial minimum of a three-year cycle commencing in 2025, to enable the strategy to be actioned.

The proposal for the fee is £1 per player, per Club. This fee to be paid by the 31st May.
