League Rules

CONSTITUTION

1. The Association shall be known as THE HUDDERSFIELD & DISTRICT WORKS AMATEUR CROWN GREEN BOWLS ASSOCIATION

 2. Membership shall be open to Works Teams having access to clubs/greens in the Huddersfield District.

 

BYE LAWS

3. The annual subscription shall be determined at the AGM and shall be payable before end of April.

4. The Executive of the league shall consist of PRESIDENT, SECRETARY/TREASURER, plus 5 representatives elected at AGM who shall act as an emergency committee, on matters arising between meetings throughout the year.

5. The Annual General Meeting to be held on first Monday in February each year. The AGM will decide when and how many meetings for the following year.

6. Treasurer shall have books audited by auditor appointed at AGM and prepare a balance sheet to be submitted to members before AGM.

7. A honorarium to be paid to Secretary / Treasurer, amount to be decided at AGM.

8. Any alteration or addition to rules must be decided at the AGM, or at a special general meeting called by members for that purpose.

9. Proposals for alteration or addition to rules must be in the hands of the Secretary. FOURTEEN days before AGM or special general meeting.

10. Alterations, additions or amendments to rules must be sanctioned by two thirds of delegates attending meeting and are active immediately after the AGM or a special general meeting.

11. Any matters not provided in these rules shall be dealt with by the Executive.

12. Clubs who fail to turn up for a meeting will be automatically deducted 2 POINTS from their league score. Exceptions only made, if apologies, and reason for non-attendance given to secretary before the meeting by phone, email or letter.

 

CLUB RULES

13. All teams must fulfil their fixtures on dates arranged. unless prevented by league committee, or adverse weather conditions.

14. Clubs may mutually re-arrange a league fixture, but in the main only due to adverse weather.

The league secretary must be informed a.s.a.p. about any re-arrangement.

If an unsatisfactory explanation given for re-arrangement, then the executive will take up the matter, and clubs in breach of above rule may face points deductions.

 If the executive decides which is the offending club in breach of above rule then that club will receive no points and club not at fault to receive average points.

 i.e. Amount of points accrued divided by games played.

15. Re-arranged games must be played within 28 days of original fixture date.

16. ALL GAMES MUST BE PLAYED BEFORE FINAL DATE OF LAST LEAGUE MATCH

17. Results of games to be in hands of secretary within four days of game being played.

Any method of data communication can be used, but cards must still be filled in and counter signed by captains after matches played.

Fines can be imposed if teams flaunt this rule. Both team captains to keep a signed record of result cards in case of disputes.

18. Above rules apply to filling in results on the website.

19. Any player registered in a division and playing 8 or more games in a higher division may not return to lower division.

20. All players must be registered with the league. Any club playing an unregistered player shall have points deducted and awarded to their opponents.

New players can only be registered after A.G.M. with written permission of the committee.

Players must be aged sixteen or over on or before 1st January in year of season taking place.

21. All matches shall be played accordingly to laws regulations, and bye laws of the Y.C.G.B.A.

Any disputes not covered by above rules shall be discussed according to the Y.C.G.B.A, rules and regulations.

 

LEAGUE RULES

 

22. All players shall work at or for, or be retired from, the firm for which they sign. A player leaving the firm during the playing season, shall be permitted to play for rest of season.

A player working at or retired from any firm not having a team, can sign, and play for a team.

23. Ladies will be allowed to play for a team, if they work at the firm, and not enough men signed on to make a full team.

 The same ladies will also be able to join the league individual and pairs competition.

 A maximum of 5 ladies will be allowed to play for a team.

24. All protests and objections shall be registered with secretary of club protested against within 48 hrs of start of match with a copy of protest accompanied by £1 shall at same time be sent to league secretary.

The fee returned if the protest is upheld by the Executive Committee.

The appeals board to consist of President, Secretary, and one other member of the committee.

All appeals to be dealt with, by the executive, of the committee.

25. Matches to start at 6-45pm.

26. A player arriving after 8pm may be scratched unless agreed by opposing captain.

27. Home clubs to provide four in date jacks, mats, measures and toilet facilities.

28. Away team players may NOT practice on green, even if a member of club where match played.

29. Top two teams to be promoted and bottom two teams to be relegated in all 4 divisions.

If teams tied on points then revert to most matches won.

If still tied then most aggregate points scored.

If still tied then a play-off will be required

30. Averages decided on playing a minimum of two thirds of matches in a season.

 Format, points for and points against divided by number of games played.

Prize awarded to each average winner. Prize awarded to each divisional average winner.

 

COMPETITION RULES

 

31. Entry fees MUST be paid on or before closing date of competition.

 If not, then those players who haven’t paid, will NOT be entered into the competition.

 Entries only accepted on entry forms provided.

Forms MUST include MEMBERSHIP of all clubs of players entered.

32. Registered players must have played 6 or more games before closing date of competitions be entitled to enter singles handicap and / or pairs handicap.

33. Pairs Players cannot pair up with a player from a different club.

34. Pairs Players cannot change their partners after draw for competition has been made.

35. Players qualifying for a final, who then don’t turn up for the final,

 will have their prize money withdrawn and disqualified from that competition for two years

 unless providing a sick note or other valid explanation for not turning up.

36. The top club of each section to play off for the Sollis Rosebowl.

 Prizes to be awarded to the winners. Each team handicapped and games decided on total aggregate score.

If after playing, and aggregate is tied, the captains select three players to go back on to decide the game.

37. DRESS CODE APPLIED FOR ALL FINALS, INCLUDING SOLLIS ROSEBOWL

A guideline for participants dress in all Association Final Day Events:

(A)Trousers shall be full length and single colour

(B) Shirts shall be collared and may be embellished with any of all of the following:-

Players name, Club name, Sponsor or Manufacturers insignia.

(C)Where necessary, sweaters which conform to the above or wet weather clothing may be worn.

(D) Nothing in the above shall be interpreted to allow wearing of Denims, Tracksuits, Shellsuits etc.

(E) Any player failing to conform to these standards will be prevented from playing and may be liable to forfeit any entry fee or prize money earned

38. ALL Prize money paid out at presentation evening. Unpaid prize money to go to charitable cause.

39. Any disputes not covered by above rules shall be discussed, and acted upon, according to the Y.C.G.B.A, rules and regulations.
